What did recent hurricanes do to power in Lake Charles?
Hurricane Laura made landfall at Cameron around 1 a.m. on August 27, 2020, with 150 mph sustained winds and a central pressure of 939 millibars, and was still a Category 4 hurricane when its eye passed over the Lake Charles area, according to the National Weather Service office in Lake Charles. The office recorded a 133 mph gust at the airport before its anemometer was destroyed, and a sensor on the Calcasieu Parish Police Jury building downtown measured a 137 mph gust. Entergy reported that all seven transmission corridors feeding Lake Charles were catastrophically damaged, along with thousands of poles and transformers in the area, and told customers they faced weeks without power. Hurricane Delta followed on October 9, 2020, landing near Creole with 100 mph winds, tearing tarps off damaged roofs and dropping 12 to 18 inches of rain across the region. Earlier, Hurricane Rita in 2005 brought Lake Charles sustained winds around 70 mph with gusts over 100 mph.
Why does generator safety matter so much here?
In the first days after Laura, the Louisiana Department of Health counted 15 hurricane-related deaths, and eight were from carbon monoxide poisoning tied to portable generators. CDC's guidance: never run a generator inside a home or garage, even with doors and windows open; run it outdoors more than 20 feet from windows, doors and vents; and use a battery-powered or battery-backup CO alarm. Standby generators are installed outdoors in a fixed spot, but they still produce carbon monoxide, so the placement should follow the manufacturer's clearances and local code, and a CO alarm inside is still a good idea.
Why does a generator need a transfer switch?
A U.S. Department of Energy guide for contractors says transfer switches, installed by a licensed electrician, let a homeowner choose between grid and generator power and keep home generation isolated from the grid, which protects utility workers. Options include automatic switches used with standby units, manual switches beside the main panel, and main-panel interlocks.
Who permits generator work in Calcasieu Parish?
Inside Lake Charles city limits, the Permit Center reviews plans, issues building, electrical, plumbing, gas and mechanical permits, inspects that work, and licenses those trades. The city notes that separate permits are required for each trade, and that mechanical equipment on new construction must meet the minimum lowest-floor elevation. In unincorporated areas such as Moss Bluff, the Calcasieu Parish Police Jury's Division of Planning and Development issues construction, electrical, plumbing and mechanical permits. Incorporated cities like Sulphur and Westlake handle their own permits.
What licenses should a generator contractor have?
The Louisiana State Licensing Board for Contractors requires a residential license for residential work over $50,000, and its home improvement category covers work on existing homes valued at $7,500 or more. The parish's permit checklist asks contractors for a Louisiana contractor's license or a home improvement registration. For propane, state law (La. R.S. 40:1846) requires anyone who installs or repairs LP gas systems to hold a permit or registration with the Liquefied Petroleum Gas Commission, and puts the duty on the person authorizing the work to make sure they do. Ask for license and permit numbers and check them with the issuing agency.
Natural gas or propane?
The DOE guide notes that permanent generators can run on natural gas, propane, gasoline or diesel; natural gas comes through a permanent connection to the home's gas line, while other fuels need storage sized for the length of outage you expect. In practice, most home standby units in the parish run on natural gas where it's available and propane where it isn't.
Questions to ask a generator company
- What size generator and transfer switch do you recommend, and what will it run?
- Do you hold an LSLBC license or home improvement registration?
- Who pulls the electrical and gas permits, and who does the fuel connection?
- How high will the pad sit, and how will you protect it from flooding?
- What's the maintenance schedule, and what's warrantied?
Common questions
Do I need a permit for a standby generator in Lake Charles?
Yes. Inside the city, the Permit Center issues separate electrical and gas or mechanical permits. In unincorporated Calcasieu Parish, the Division of Planning and Development issues them.
Does a propane installer need a state permit in Louisiana?
Yes. La. R.S. 40:1846 requires anyone installing or repairing LP gas systems to hold a permit or registration with the Liquefied Petroleum Gas Commission.
How far from the house should a portable generator be?
CDC says to run it outdoors more than 20 feet from windows, doors and vents, never in a home or garage.
